Its an acid drop particle effect that ended up being changed to what you see in the final game.  My guess is that they were going for a flame looking effect before it was changed to the "cloud and dust" look.

The only remaining scene or geometry files for the levels in the Levels dir are .geom files which are not able to be imported or loaded by anything other than ps2/psp at this time.

There are some leftover files from development.
In any version of THUG, the Skateshop from THPS4, a Testlevel, and an Artist viewer level (SP) can be loaded with some modifications.  The files for these levels are in the Pre folder.

On the PS2 THUG disc, the Levels directory contains some files for Team HQ, College, London, a Gun testlevel (WWW), two Motox (MTX MotoTrax) testlevels, a level named Australia, and CarTest, but they lack the collision and qb files to be loaded in game to be played, and don't have the texture files to be loaded on the original system.

It's a bit of misinformation.
To unlock the level in PS1, the player must do 1 million score points in any level of Park Editor in one combo. To do it quickly, just put some 5000 point gaps around the map.

This refers to Mat Hoffman's Pro BMX, where Warehouse and Burnside are unlockable.

But, every level from THPS1 is on the THPS2 PS1 disc.  You can follow up on that here:

Check out THUG Pro World.

The team is currently working on introducing Bank Drops, a trick first introduced in American Wasteland. In addition to this, we may also be able to look forward to support for custom soundtracks, as well as a new, revised edition of the Observe Mode.

Would it be possible to port the vehicles from the THPS3 version of Airport into the THUG2 version?  That's the most significant improvement that could be made to the THUG2 versions of the THPS3 levels, in my opinion.

These vehicles and the other things that didn't make it over to the original THUG2 versions have been noted and the team is just as interested as most people, but due to whatever other things are going on, its a strong maybe about bringing these into THUG Pro at some point.

The reason why we didn't spend time importing the original THPS3 versions of these three levels was because they were already included in THUG2.  Despite not having the original ped chatter, and original versions of some objects, because they were already in THUG2 it was not something of high interest to spend time on.

We have the Autoserver host option in THUG Pro so the host has the ability to re-join the game, so we are just going to stick with that for now.

About the Hollywood level, that's about a different topic altogether.  If you'd like to make this post in the Suggestions board at ThMods we can have a easier time finding this sort of thing for when we work on this level and could look into changing those walls.

There will not be a PSP version of THUG Pro.  Consider buying an inexpensive Windows tablet as TNT suggested and a controller.
