Character Mods Not Working

I just started playing THUGpro yesterday, and decided that I wanted to mod some characters in. Well, I followed the instructions in the readme + lentendo's instructional video on this topic, and when I started the game, nothing changed. I don't understand what I did wrong

You need to "Dummy the Pre" files.  These are just blank files that you need to drag into the "Tony Hawk's Underground 2\Game\Data\pre"  folder. I attached them on this post.
