Not releasing the method as of yet. Still checking into different things and also it sometimes causes the game to freeze or crash completely. And no, it is not random at all and is 200% intentionally done and can be done easily in a few steps.

Interesting. I think I have an idea of what you are doing. There is some lag on certain parts of the levels when changing the time of day. Possibly jumping into viewer mode mid time change or similar technique dependent on timing. Haven't seen it yet so cool beans!

Negative. It is not possible to jump into viewer mode with pause menu up. Also, when a player enters the room, it fixes the skater lighting bug however the level lighting bug can still be done.

Sure you can, you just need to be at least 3 levels in (Pause menu/game settings/level settings).

That only works with controllers.
You can't open the freecam in the pause menu if you're using a keyboard.

Ah. Haven't tried that with controller, just quickly tested your question with the kb. Anyway, that is still not how it is done, but good idea!
