My bet is that the dude used a really hidden model, cuz if you think about it, Captain Price in THUG2 has a really fucked up leg. When i searched for that model in THUG2 (Themod 1.3 if memory serves me right), it wasn't there, so it could be either a THUGPro hidden model or some model that was unfinished but still remains on the game files. It looked kinda like a THPS3 or THUG1 sorta type.
