No, you can reach it without any tools, just have to manage to reach a oob area, you don't need cheats.

All my maps have a secret room, there's one in Baltimore too.
The warp being oob in philly was to keep it as a secret bonus.

Create-A- / Conversion of Philly from Proving Ground for Thug Pro

After a long time, I finally finished and released my conversion of Philly, from Tony Hawk's Proving Ground, to thug pro!
It combines Inner City, Downtown and FDR skatepark into one level. I had to recreate the transitions inbetween to make it open and as close as possible to the ps3/360 versions.
