Kinda. Members from the band FIN.K.L were featured as Korean exclusive characters. If you don’t count that, the first time console exclusive characters(and the only actual time), was in THPS3, as X-Ray, and the DOOM Guy were XBOX and PC exclusive characters respectively. I doubt anyone counts the various heads you got for pre-ordering THPS5 on PS4.
