Can i make my own ped head?

is there any way i can make my own head/face like the pedestrian heads in the game

Of course! Though you'll have to do some model editing in blender yourself. Load the model into blender using the thug io tools, go into edit mode, delete all the vertices except for the head and neck, and then export it with the same name as one of the Ped Head files. You shouldnt have to do any weight painting since the model should already be weighted properly.
