I'll ask another question for clarity's sake, and forgive me if it sounds too out there, but the THPS engine was used for a few games, what of recreating spots from, say, the Matt Hoffman's Pro BMX Series, since that used a similar engine? Might as well ask since I'm sitting on a pseudo-tribute to the Treatment Plant level. Bit too different for this contest, I titled it v2 or something for a reason and the mega pool was gonna take up way too much park space, but someone else may have a similar idea, so I'll ask. It'll be interesting to see what is produced regardless.
Going to say no on this. Chuckie specifically said THPS games, so we'll limit it to those. There are multiple titles and options to choose from here, should be more than enough for inspiration on a recreation. :)

Can the park be a mashup of different map areas or is it meant to just be a single map recreation?
I checked with Chuckie, as he was the winner of the last contest and chose this theme, and he was OK with this being a mashup of different map areas if that is the route people would like to take. Just be sure to give the examples of the exact spots you have chosen in your reference links/images. This will be key for the judges to understand what you're trying to replicate.

Welcome to the Tenth THUGPro Create-A-Park contest!

This contest is 100% for fun- the idea is for people to have an outlet for their creativity and have some fun doing it!
The winner receives: bragging rights, gets to pick the theme for the next contest, and has the option to be a judge for the next contest.
Please note: this is NOT a Custom Level contest. Entries MUST be created using the standard THUGPro Create-A-Park editor.

Theme:
Recreation of somewhere from the THPS games

Rules & Guidelines:
  • One Park submission per user.
  • Submissions need to be uploaded by 11:59 p.m. Pacific on the deadline to be entered in the contest.
  • Park must have 4 CTF flag placements to properly play Capture the Flag.
  • Park must have 1 KOTH Crown placement to properly play King of the Hill.
  • Park submissions must include points of reference to your THPS Game spot(s).
    -Please add links to images and/or links in your submission description, or you can add your references in this thread.

NOTES:
  • Gaps and goals are not required for this contest, but are encouraged to be included.
  • The judges will be considering carefully how closely your CAP matches the spot(s) from the THPS game(s) in the Theme Accuracy Category.

Playability/Flow  0-10 points
Theme Accuracy    0-10 points
Fun Factor        0-10 points

it doesn't seem like things have significantly improved
This makes it sound like something is broken and needs improving...is not the mod fantastic and does it not already give you WAY more options and features than vanilla THUG2?
I wish they would be a little more upfront about what's going on with them.
I won't presume to speak for them, but in most development efforts I have witnessed it's always better to under-promise and over-deliver. They may not share what is being planned for if they say anything they they are nailed to the wall about it. Sometimes things planned don't always work out.

I don't mean to make anyone the brunt of my frustrations with reactions from the community on updates, but I so tire of hearing these things. We, as a community, are entitled to absolutely nothing in regards to this mod. The devs do it of their own free will and they give countless hours of their own free time to provide this for us. That is more than good enough for me and I'm extremely grateful for any sort of update they decide to give to me.

it does seem like they've mostly given up at this point.  It's been over a year and only one new level has been added.  Progress has slowed down a lot.
Did you not read the patch notes? Do you not understand that FAR more goes into this than just adding new levels? Will everyone be satisfied when all the levels are added from THPS1-Project 8? My conclusion is a resounding "NO!"- people will then want the Proving Ground levels all added, then why don't we add Ride, and Shred, and get those HD and THPS5 levels. That ain't good enough either is it? Nope, gotta get everything from Matt Hoffmann's Pro BMX 1&2...better be sure you add the cities from the Skate series...oh those Disney Extreme Skate Adventure levels have to be in there too.

My point being, it's never good enough. Doesn't matter how much is added, how hard the team works, it's NOT ENOUGH! I don't understand this mentality. How can anyone feel they deserve to make demands on something they are given for absolutely FREE that they themselves did ZERO work on? "Here let me buy you this cup of coffee"...You didn't make it Venti sized! You didn't add whipped cream! You didn't add enough flavoring!..."But I gave it to you free"...NOT GOOD ENOUGH!!

The dev team has most certainly NOT "mostly given up"...and that's really insulting to even suggest it. Read the patch notes...lots of work went into this update.

Are you under the impression that the THUGPro development team is funded and gets paid to do updates? Let me go ahead and clear the air for you: they don't get a penny to work on this. They do this 100% as volunteers and don't get paid a dime. They do, however, get "paid" in criticism, demands, whining, bitching, and complaining. It is, quite honestly, a miracle they even have any desire to continue work on this mod at all. They work on this in their free time and they all have jobs and lives outside of this effort.

They have consistently been adding "all the levels" over the course of time. You want all the levels added faster? Why don't you learn how to program, make your own mod, and get busy on adding those yourself?

There is, indeed, a way to create goals in Custom Levels as well as Create-A-Parks. Here are two Custom Levels that have goals:

Goals in Create-A-Park have always been a thing in THUGPro as it's part of the THUG2 core.
